September 2023 The Netherlands Technical Study Tour

A technical study tour was held between 4-8 September 2023 in the Hague, Velsen and Amsterdam in the Netherlands on the information exchange about the grandfathering applications for the MRV and Emissions Trading System (ETS) within the scope of the “Capacity Development for the Implementation of a Monitoring, Reporting and Verification (MRV) System for Greenhouse Gas Emissions in Türkiye” carried out by German Development Cooperation (GIZ) and Directorate of Climate Change.

Within the scope of the visit, the delegation consisting of the staff of the German Development Cooperation (GIZ) and the Directorate of Climate Change received information from the Dutch Ministry of Finance, the Dutch Emission Authority, and the Dutch Ministry of Economic Affairs and Climate Policy regarding the grandfathering implemented by the Netherlands before its transition to the EU ETS. 

In the presentations made by the Department of Monitoring of Greenhouse Gas Emissions and the Department of Carbon Pricing within the scope of the technical visit, information regarding the policy, strategy and planning for the preparations for the Emission Trading System, the Monitoring, Reporting and Verification system that our country is implementing, was given. Within the scope of the consultations held with Evelien de Wind, Head of European and International Affairs of the Dutch Ministry of Finance, and her team, information was received on Green Taxation Policies and Carbon Border Adjustment Mechanism (CBAM) in the Netherlands, and opinions on the roadmap that can be followed to implement similar mechanisms in Türkiye were exchanged. 

Within the scope of the technical visit held at the Dutch Emissions Authority (NEa), our country's MRV system, ongoing studies in Türkiye, transition to ETS through grandfathering, MRV compliance cycle, Dutch ETS, permits, monitoring of emissions, allocations and registration issues were discussed.

Within the scope of the technical visit to the Dutch Ministry of Economic Affairs and Climate Policy, the main topics that came out were the general evaluation of Dutch climate policies, the EU ETS in the Netherlands, priorities for COP28 and the national MRV system.

In addition to the technical meetings, field visits were made to a steel factory and energy production facility for the implementation of the MRV system on the field and sub-processes in the ETS, and the participants had the chance to observe good practices on site.
