March 2023 Germany Technical Study Tour

A technical study tour was held between 6-9 March 2023 on the information exchange about the grandparenting applications for the MRV and Emissions Trading System (ETS) within the scope of the “Capacity Development for the Implementation of a Monitoring, Reporting and Verification (MRV) System for Greenhouse Gas Emissions in Türkiye” carried out by GIZ and R.T. Ministry of Environment, Urbanization and Climate Change. 

The delegation consisting of the personnel of the R.T. Ministry of Environment, Urbanization and Climate Change, the Directorate of Climate Change, the Department of Monitoring of Greenhouse Gas Emissions and the Department of Carbon Pricing held bilateral meetings with the Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK), the German Emissions Trading System Authority (DEHSt) and the International Carbon Action Partnership (ICAP).

During the meeting with the Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK), information on the policy, strategy and planning for the Monitoring, Reporting and Verification system and Emission Trading System preparations implemented by our country were given. In addition, officials from BMWK shared their knowledge and experience on the European Union Emissions Trading System (EU-ETS).

In the meetings held with the German Emissions Trading System Authority (DEHSt), the MRV system and registry, the ongoing studies in Türkiye, the transition to ETS through grandparenting and the allocation of allowances and how these are implemented in Germany were discussed.

Information was exchanged on the sub-processes of the MRV system and the ETS in the meetings held with the International Partnership for Carbon Action (ICAP).
